Community-based Supporting Networks:
Currently, the Whole Elephant Institute has already formed partnerships with the following local businesses and non-profit organizations in the community of Flushing, Brooklyn, Manhattan, Up State New York and Long Island:

Starting September 1, 2012, Dr. Lotus King Weiss and other WEI members and the members of the Charter School Board of Trustees will work together to discuss detailed plans with the current existing partners to seek for their support and participation of the establishment of the Whole Elephant Charter School at Flushing. Such efforts will lead to the enhancement and expansion of the current existing coalition within the community:

 “The Singas Pizza Shop” is a great place for community outreach, posting recruitment information and community-based fundraising activities; Every week the Whole Elephant Institute will host community outreach workshops to introduce the Whole Elephant Charter School to the local community, which primarily consists of the Spanish, the Greek, the Italian and the Indian population; The owner of the Singas Pizza Shop has been a passionate supporter of Dr. Lotus King Weiss’ work in the Flushing Community.  “The LaGuardia Marco Hotel” has been the host for the Community Health Lecture Series for the Whole Elephant Institute and provides discount hotel rooms for invited out-of-town members of the Whole Elephant Institute. The hotel owner has been benefiting from the community networking efforts of the Whole Elephant Institute and has offered support and help to all public education efforts carried out by Dr. Lotus King Weiss, who will offer a detailed plan to the owner to prepare for upcoming seminars and workshops associated with the Whole Elephant Charter School recruitment and fundraising efforts. Large scale education conference and fundraising events can be carried out in LaGuardia Marco Hotel.  “The Chinese Social Democratic Party” consists of several talented Chinese writers and scholars, such as Mr. Dajun Zeng, Mr. Guokai Liu and Mr. Hexiang Bian. The members of the Social Democratic Party spread all over the world. Mr. Guokai Liu is also a talented Architect and operates a successful Construction Business. The participation of these Social Democratic Party members in the establishment of the Whole Elephant Charter School will add new resource as well as open up new revenues for the delivery of the novel education concept to the local social groups primarily consisting of new Chinese Immigrants; since members from these organizations are living in all three China Towns (Flushing, Manhattan and Brooklyn), the information about the Whole Elephant Charter School can be effectively delivered into all these three Chinese Communities in a speedy way. These organizations will also effectively support and help with the community fund raising efforts. “The Raymond Lo Law Office” has been a strong supporter of the work of the Whole Elephant Institute in assisting illegal immigrants escaped from the Chinese Communist Government to obtain political asylum. Since the office is located in the Manhattan Chinatown and has large network within the Chinese Community in Manhattan, information about the Whole Elephant Charter School will be posted through his efforts;  “Minister of Abraham” and “Progression for the 21 Century Spanish Youth” are two non-profit organizations founded by Mr. Abraham Hidalgo, a Spanish-speaking community worker devoted to help the troubled Youth. His own children, due to his marriage crisis, became a major challenge of his life. With over one hundred family members of four different generations, Mr. Abraham followed Dr. Lotus King Weiss’ advice to work on building a solid foundation of his community work by bring together his own family members. The joining of Mr. Abraham Hidalgo and his large numbers of family members into the work of the Whole Elephant Institute and now the establishment of the Whole Elephant Charter School at Flushing will greatly enhance the recruitment of the student population within the Spanish community;  “The Society of Pure Lotus” is a recently established Foundation with the goal of raising fund to support the promotion of the essence of traditional Chinese Culture. The joining of this Foundation to the supporting network of the Whole Elephant Charter School will add new resource and personnel to the Charter School and therefore will greatly enhance the work and scope of the Charter School. Currently the Foundation is in operation primarily at the West Coast, but a key scholar of Chinese culture of this foundation, Mr. John Zhang, a new Falun Dafa practitioner, has already expressed interest in assisting Dr. Lotus King Weiss in her efforts of establishing a novel school system in introducing traditional Chinese culture;  “The Yuan Ming Tea House” is founded by a very unique talent, Ms. Ming Hang, who is an expert in Chinese Tea Ceremony as well as various other areas of traditional Chinese culture. She has been an active supporter of the work of Dr. Lotus King Weiss and has expressed her readiness to assist and participate in the Whole Elephant Charter School project.  “The Sign World Corporation” is founded by Mr. Herman Weiss, and has been operated through the work of Mr. Brian Weiss and his elder brother, Mr. David Weiss. The Sign World has been supporting all aspects of Dr. Lotus King Weiss’ work in Flushing community and in Long Island, Oceanside Community. The Sign World Incorporation will add critical new resource for the establishment of the Whole Elephant Charter School.

Public-media Supporting Network:
The Whole Elephant Institute will seek partnership with the following non-profit organizations starting September 1, 2012, for the purpose of expanding and strengthening the public-media reporting and education aspects of the Whole Elephant Charter School at Flushing:

The Whole Elephant Institute has had long-term interactions with the Epoch Times Newspaper, the Dajiyuan Times (largest Chinese International Newspaper), The New Tang Dynasty Television, The Sound of Hope Radio Station, all of them were founded by Falun Dafa practitioners.
The Korean Community Center of New York has had long-term interaction with the Korean Times, the largest local Korean Language Newspaper.
The public education and report aspect of the Whole Elephant Charter School at Flushing can be effectively carried out through these public media.

Dr. Lotus King Weiss, as a world leader scholar in the area of Cancer Research, and now a leading pubic educator of China Issues and Traditional Chinese Culture, will use the platform of the Whole Elephant Institute to seek partnerships with and sponsorships from the following Universities and Hospitals for strengthening the education programs proposed for the Whole Elephant Charter School:

Dr. Lotus King Weiss has broad connection with the above mentioned Research Institutions, Universities and Hospitals, through her public education team at the Whole Elephant Institute. On the platform of the Whole Elephant Institute, collaborative research projects will be systematically carried out to examine the health benefits of the practice of Falun Dafa, a project that made the Chinese Communist Government fearful and led to the persecution towards Dr. Lotus King Weiss; however, it is only a matter of time when the truth will be revealed through genuine scientific research by genuine scientists in the field of life science. It is the hope of Dr. Lotus King Weiss that the establishment of the Whole Elephant Charter School at Flushing will provide a great site for her former students, postdoctoral fellows as well as colleagues to come together to contribute directly to the future true life science education in America. In this process, old paradigms will be replaced by new and holistic paradigm which incorporates the study of human spirit as the core of the study of all life phenomena in the human world.

Recruitment Specifics:
With the above described support of community-based non-profit organizations, local social groups, media groups, and small business groups, as well as a team of international scholars and associated higher education institutions, the recruitment process of the Whole Elephant Charter School will be an integral part of the establishment of a successful education system for the long term plan of the Charter School. Specially, we will do the following work for recruitment:


  1. Media:

Through local newspapers, television and radio stations, we will introduce the entire concept of the Whole Elephant Charter School to the Flushing Community as well as the Chinese people from all five different boroughs in New York City. In fact, the Dajiyuan Newspaper, the New Tang Dynasty Television and the Sound of Hope Radio Station are three powerful media that have been reaching out to the entire International community of oversea Chinese people. Announcing the news of the Whole Elephant Charter School at Flushing through these media will be most effective to reach a large population of Chinese immigrants.



  1. Mothers Conference


The establishment of the Whole Elephant Charter School has been inspired by the deep wishes of many concerned mothers in the Flushing community; the future success of the Whole Elephant Charter School will be dependent upon the understanding and support of the Mothers, since they are the most important educators in the lives of young children between 5 to 11 years old. Through this process of establishing the Whole Elephant Charter School, we hope to help these mothers to also become fluent in English language and American culture, so that they can “grow up” together with their children to enter the mean stream American Society to contribute to a better future of this country. When mothers understand what the Whole Elephant Charter School is like and become an integral part of the education team, their children will feel the Charter School like their homes. So starting in September 2012, Dr. Lotus King Weiss will be announcing the schedules to organize Mothers Conference, which will be open to all Mothers who are interested in coming to learn about the Whole Elephant Charter School; through these conference, the design of the Charter School will further incorporate the feedbacks and needs from the mothers’ perspectives. American Culture Education Programs for Mothers are already scheduled for the Whole Elephant Institute in August 2012. Mom’s Club for the children already on the platform of the Whole Elephant Institute will also start this fall. In a summary, the recruitment efforts start with the recruitment of the interested Mothers.


  1. Community Special Interest Group Conference

With the words spread on media and into families by informed mothers, conferences for parents and children who are interested in the concept of the Whole Elephant Charter School will be organized, with the presence of media reporting, to display the education concepts and specific designs. At this stage, we will also start to call upon other interested groups for the design of school uniforms, flag, song, building, food program and more, along with the formation of more specific Charter School Planning Committee, which will work on the details of every aspects of the Charter School. Community Leaders of different ethnic groups here in Flushing will be invited to attend these conferences and help to spread the words into their respective community.



  1. Education Conference


The success of the Whole Elephant Charter School at Flushing will be dependent upon the formation of a strong education team who can shoulder the mission of the innovative education program of the Charter School. While there are many talented educators already working on the platform of the Whole Elephant Institute and the Korean Community Center of New York, we will still need to bring together more personnel resource for education, and work on teaching materials focusing upon the incorporation of the most up-to-date science discoveries. The Education Conference will also be arranged in such a way to bring experienced educators directly from the Mainland of China, since there are many wonderful teachers who are longing to escape from the Communist China but can not find the right revenue. Those educators who are already in America, but can not speak English well, can now also find their great opportunity to come to support the establishment of our Charter School. The more involvement of local educators into these conferences, the better informed the community will be about the Charter School, and the more confidence the community will have upon the Charter School. Thus, such an approach shall be very necessary for recruitment.


  1. Scholar Seminars

To display to the community the key feature of the Whole Elephant Charter School: high profile scholars involvement, the recruitment efforts will include seminar series by the international scholar team of the Whole Elephant Institute; media shall be present to report the contents of these seminar series in the area of American Culture, Chinese Traditional Culture, Modern Life Science, Modern Physics, East and West Spirituality; the Wonders of Chinese Character; Chinese Medicine; Martial Arts. Only when the community sees the high quality education team and understands the key values of the innovation of the Whole Elephant Charter School education concepts, the parents will choose to send their children there.



  1. Community Fundraising Events


The successful operation of the Whole Elephant Charter School will be dependent also upon a continuous stream of financial support from the local community, through effective fundraising, which is usually very visible to the local community; since such a effort requires a clear presentation of the goal of fundraising, the process of fundraising becomes a most natural part of the school recruitment process. Media, Mothers Group, Education Group and Scholar Group mentioned above will be all present for fundraising and therefore will achieve a huge community promotional effect for the Whole Elephant Charter School at Flushing.


  1. Community Weekly News Letter


While organizing the above activities, a community weekly newsletter will be made to timely report all efforts of the preparation of the Whole Elephant Charter School at Flushing, and provide opportunity to the interested community members to participate in the process as well. Recruitment efforts will gradually leading to official enrollment process when time is ready.
Retention Plan:
In the above-mentioned various formats of recruitment process, the Board of Trustees will assure the retention of all those who are interested in our Charter School and make all efforts to keep them continuously informed and benefited from the entire process of the establishment of the Whole Elephant Charter School, which shall be the Home for all of the interested parents, children and the best educators and scholars to learn and grow together.
D. Community to be served:

The predominant immigrant population in Flushing is the Chinese immigrants; with the major political and economical changes occurring in the Mainland China, there has been a huge influx of Chinese people, especially those from the Fujian Province, entering the Flushing community. Due to the over sixty years of communist ruling in the Mainland China, the Chinese people have been living in an social environment that is full of deception, violence and terror; in recent twenty years, the Western World has been led to the misconception that the Mainland China is changing into a capitalist society and that the Chinese people are becoming very rich. But the reality is that the so-called economical growth has been a fraud artificially fabricated by the Chinese Communist Government. The purpose is to attract foreign investment without which the economy in the Communist China would collapse over night. The Mainland Chinese people are in fact living in a totally corrupted society without the Rule of Law, basic human rights, or even basic human dignity; anyone who is honest and hardworking but refused to become part of the gang of the communist network system is bound to have no opportunity for business, or even find it hard to survive; for this reason, many Chinese people from the Mainland China have been trying all possible ways to buy their way out. For the people living in Fujian Province, most of the children, even at their childhood, already set up their goal of escaping China through paying local Snake Heads (the nick name for those who know illegal ways to bring Chinese people out from China) a large sum of money borrowed from all relatives and friends; the Snake Heads hold the relatives of the one who escape to America as “hostage” until the one who arrived in America managed to pay back all the debts; the young Chinese people arrive here and work for the first five years to send money back to China to pay off the debts, and also send their young children to the grandparents to raise, until the debts are paid and the children are then brought back to America to go to school. This is a common story for most of the children from the illegal immigrants’ family here in Flushing. These children are American citizens, but they have no idea what America is and they do not speak any English; the exposure of the Chinese Communist Party Culture inside of the Mainland China during their early Childhood is in sharp contrast to the way of normal human living in America and the life style they know is too far away from the mainstream American life style. Meanwhile, since they lacked the normal family environment of growing up with the love of their parents, they have a psychological and emotional barrier with the parents, who, due to their devoting all their time struggling to make money, usually working in Chinese restaurants and other low pay low class illegal working environment, are unable to help their children to find their way in learning. Such a population of children, in every way, is severely “disabled”. Such a disability, although does not directly manifests at their physical label, but in fact are multi-facets; if not rectified, can lead to total crippling of the children’s mind and spirit. To teach them English Language and help them to recover from the damaging influence of the Communist Party Culture and learn normal human being life style will be almost life-saving for these children. Most of the parents of these children have been longing to learn English, to learn American culture, to be able to help their children better, but the current available public schools in Flushing do not have sufficient resource to help these parents, who usually shy away from any school events due to their inability to understand the language. When Dr. Lotus King Weiss expressed her idea of building a Charter School that will teach both Chinese and English and will also help the parents to together learn the American culture while help to bring into the children’s lives the precious values of the traditional Chinese culture, the parents are all very exited and are ready to come to be part of the efforts. They usually make such a statement, “Although we do not know anything, but whatever you need and we can help a little, we will be there for you.”

E. Public Outreach
The news of the establishment of the Whole Elephant Charter School at Flushing was delivered first to the parent groups whose children have been benefiting from the education programs designed by Dr. Lotus King Weiss who are the lead applicant of the Whole Elephant Charter School. Since they are busy immigrants who do not speak English, there was no need and was not practical to use the format of official meetings or any other format of written announcement. However, it is exactly based upon the feedbacks and the one year in-house observation of this population of the immigrants’ children, the education concept and innovation proposed in this application became solidified.


  • Informing the community about the proposed charter school including the intended location, the target student population, the grades to be served, and a description of the educational program(s) to be offered.


The detailed process of informing the community about all details about the proposed Charter School will be carried out as an integral process of Recruitment as proposed above in “Recruitment Plan”; however, community outreach about our efforts of building education platform, our daily practice of public education, the quality of our education team, as well as education style and contents associated with the proposed Whole Elephant Charter School at Flushing has been the topic of public outreach in the past seven years here in Flushing and have delivered through fliers (Attachment 2) and the publication on the website: www.thewholeelephant.info;

  • At least one public meeting with stakeholders in the community in the school district in which the proposed charter school is to be located.



Two public meetings have been held with the interested parents and children regarding the proposed Charter School, on carried on in the Queens Public Library at Flushing, on the second floor; the other carried out at an outdoor site between Roosevelt Avenue and 38th Street. Both were carried out using the Chinese Language, involving interested parents and children. However, numerous one-on-one conversations between Dr. Lotus King Weiss and the immigrants’ parents and children were carried out in the past seven years in the development of the concept of the proposed Charter School, and such conversation style of communication was the only effective way of public outreach for the proposed Charter School.


  • Providing stakeholders in the community the opportunity to submit comment on the proposed charter school.


The feedback from the parents and children were given gradually through out the past seven years of public outreach, when Dr. Lotus King Weiss and other community leaders on the platform of the Whole Elephant Institute were carrying out one-on-one community service and education, after gaining the genuine trust from the local community. The feedback has been always in a format of direct conversation in the native languages of the parents and children. Such a method is found to be the only effective way to obtain genuine feedbacks from the general public, since there is no true word given before trust is gain for the Chinese Immigrants.


  • Addressing comments received from the impacted community concerning the educational and programmatic needs of students.

Based upon the comments from the parents and children who learned from Dr. Lotus King Weiss about her vision of the establishment of the Whole Elephant Charter School, Dr. Lotus King Weiss has been working hard to address the comments, by carefully working with the immigrants’ children for a year and living in their home as an integral member of the immigrants’ family; she was called Mother Teacher by the children and also respectively called Teacher by all family members of the children. Only through this way, she has now received the trust and support of the community to work on the various other aspects of the Charter School. The key design elements of the Whole Elephant Charter School have fully incorporated all the feedbacks from the community, especially from the children which the Charter School will be established to help.

F. Programmatic and Fiscal Impact
Programmatic Impact:
The unique nature of the Whole Elephant Charter School at Flushing will assure that the establishment of such a Charter School will bring a stream of fresh air into the education programs in the local community and positively impact all other local education programs by setting a model of high quality public education to immigrants’ children. The Whole Elephant Charter School at Flushing shall also effectively rectify many illegal and low quality for-profit education businesses that are tailored into trap the helpless immigrants who are eager to help their children to learn English; the successful involvement of scholars from the life science field in the Whole Elephant Charter School shall initiate interesting impact to the overall community culture in the field of health and education and lead to benefits of the community in their health; the scholars will also benefit from the feedbacks of the general public and learn to treasure the trust and the fund they receive from the general public; the unique environment of the integration of best fruits from the ancient Science and the modern life science, and the integration of the traditional Chinese culture with the modern genuine America culture shall generate unique young intellectuals which will surely be leaders in the future development of these fields. We are confident that the Whole Elephant Charter School at Flushing will pave a glorious path of innovative education that can address the urgent needs of the young generations facing major changes of a world that are bound to be renewed.
Fiscal Impact:

The establishment of the Whole Elephant Charter School at Flushing shall effectively retain major resource from the local community from being leaked out to a foreign country which is still under the governing of the Communist Party and using public resource for persecution of the Chinese people. The local Chinese immigrants from the mainland China are sending lots of money back to Mainland China, due to their distrust in the long-term future in America. Once they understand that their children can receive the best education here in America and they are also being helped to grow roots here in America together with their children, and with their deepened understanding of the American culture and find happiness and health in a community where they find it better than anywhere else, they will invest their resource into the community, they will spread good words into their friends and relative in China to encourage them to do the same, and ultimately, they will start to be a group of extremely valuable citizens of America, instead of viewing America a transient land to make quick money and then run back to China. In this regard, educational investment into the Chinese Immigrants’ children will have huge long-term benefits to the economy of America. Specially, the enrollment of only 120 students in year 1 and 400 students in year 5 for the Whole Elephant Charter School shall only consist below 3% of the district budget, but the return to the community and New York State economy would be beyond imagination. This applies to all great education programs.
II. EDUCATIONAL PLAN
A. Achievement Goals and Rationale behind the Education Plan:
Analysis of the Strength and Weaknesses of the Flushing Community for Elementary School Education
The Lead Applicant, Dr. Lotus King Weiss, started to reside in the Flushing Community since 2005. As a persecuted Scholar, she was relocated from Seattle, Washington and her persecution story is posted on the website of www.thewholeelephant.info. She gave birth to her daughter, Lotus Blossom Weiss, in the Spring of 2006 at Oceanside, Long Island. During her pregnancy, she was working full time to develop her education skills. She worked as a Chinese Teacher at the Tianjiao Chinese Arts and Culture Center at Manhattan, a full time Chinese-English Translator, and an Adjunct Biology Professor at York College where she gave both Biology Lectures and led biology laboratory studies. During the first year of Lotus Blossom Weiss, Dr. Lotus King Weiss carried her to give seminars about traditional Chinese Culture in the Elementary School, Middle School and High School at Oceanside. In the Spring of 2007, she established the Whole Elephant Institute Community Education Center, at the Flushing Mall, where she offered various forms of free education programs to Chinese immigrants in Flushing, including one-on-one tutoring of English, Chinese, and offered free instruction of the ancient cultivation practice of Falun Dafa, while leading the general public to understand the truth behind the persecution of Falun Dafa by the Chinese Communist Party. She soon experienced hate crimes again her and her community center due to the effects of hate propaganda widely spread within the Chinese immigrant community in Flushing. However, her passion in education and her kindness in helping people unconditionally in the community soon inspired a group of young mothers and elderly grandmothers and grandfathers who became her strong supporters. In late 2007, she opened another Community Service Center at the Indian and Spanish Community of Flushing. During the one and a half year of work there, Dr. Lotus King Weiss connected with hundreds of Falun Dafa practitioners from all over the world, during the 2008 Flushing Hate Crime Incidence which was the first clear manifestation of how fearful the Chinese Communist Government is towards the truth-clarification work carried out Falun Dafa practitioners in Flushing. At that year, her community center was again subjected to hate crime attack and was forced to shut down. More severely, she and her two-year old daughter were attacked in front of the Queens Public Library at Flushing by a large crowd of deceived Chinese immigrants who developed hate towards Falun Dafa practitioners during the after-math of the Sichuan Earth Quake in 2008. Although she had the choice of giving up Flushing and bring her daughter back to reside safely at her family house in Oceanside, Long Island, she decided to make a total commitment to the Flushing Community to help the Chinese immigrants to change their mind and heart towards Falun Dafa and Falun Dafa practitioners. For a mother, to spend loving daily hours with her beloved children is true happiness. However, Dr. Lotus King Weiss was put in a position to choose between two groups of people: those who are her beloved family members and children, and those who she does not even know but already started to do wrong towards her simply because she is a Falun Dafa practitioner. She chose to spend her time and all resource on the later, who, she believes that need her more, since, as a Falun Dafa practitioner, she understands the consequence if the hate within these Chinese people’s heart is not washed away. Since 2009, after sending her three and a half year old daughter Lotus Blossom Weiss back to her family in Long Island to help ease the worries of the family, Dr. Lotus King Weiss devoted herself completely to help the Flushing Community. She worked with the Taiwanese Community, the Spanish Community, and the Korean Community during the year of 2009. In early 2010, she started to work with the Chinese Community again, and went to reside in the Chinese Communities of Brooklyn and Manhattan China Town, and recruited more supporters for her education program in Flushing. In Summer 2011, she returned to Flushing to establish a community service center again, where she started to enroll students and carried out research to understand the elements that affect the learning abilities of the Chinese immigrants’ children. Major progress was made between 2007 and 2011, since she found herself accepted into the homes of the Chinese Immigrants who used to be hateful towards Falun Dafa practitioners. Through the persistent efforts of many local Falun Dafa practitioners like herself, the Chinese immigrants recognized the truth of Falun Dafa and started to quietly respect, love and trust her as a Falun Dafa practitioner. They received her into their homes and their hearts, and entrusted her completely to teach their children. It is because of these reasons that Dr. Lotus King Weiss believes time has mature for a Charter School to be established to deliver the education philosophy and methods she has developed through her seven years of efforts here in Flushing.
The following analysis shall be given for the reviewers of this application to understand the rationale of the education plans behind the Whole Elephant Charter School at Flushing:


  1. Although there are many ethnic groups residing within the Flushing Community, the most endangered community, and also the most dangerous community that can cause harm to the rest of the community if not rectified timely, is the community of the Chinese Immigrants from the Mainland China. This conclusion also applies to the global role of the Communist China and the impact of Communist China to the future of America. Flushing Community is like “a gain of sand which contains three thousands of worlds”, and the China issue in Flushing is reflected in every aspect of the lives of local residents. Almost every store front on the Main Street of Flushing belongs to Chinese Immigrants. Large shopping centers, malls, office buildings, medical offices, law offices, education centers, community centers, senior centers and more, are all operated by Chinese Immigrants. Walking on the streets of Flushing, the most predominant language one can hear is Chinese. Walking into a park of Flushing, the most predominant population of mothers and children is Chinese. Those who came to Flushing from the Mainland China stated that there appears to be not much difference living here compared with living in China. Therefore most children of the Chinese Immigrants, although born here, are living in an environment that is similar to the China ruled by the Chinese Communist Party. The elected officials in this community are also heavily affected by the Chinese Communist Government. The Chinese language media, such as the newspaper, the television and the radio stations, before the local Falun Dafa practitioners developed their own media, were all subjected to the censorship of the Chinese Communist Government. It is a severe case of social infiltration of a foreign enemy government (the Chinese Communist Government) into the living environment of American people, who are extremely frustrated and started to move out from Flushing in the past over ten years. As a result, the Flushing community is becoming more and more dominant by the Chinese Immigrants, who escaped to America for primarily, finding a way of making money to send home, like most of the immigrants escaped from troubled homelands.


  2. The Chinese immigrants, who came here mostly through illegal means (since legal means are usually deprived for the regular Chinese but a privilege for the Communist circle of corrupted officials), are facing the following key issues that demand a timely resolution: a. the lack of legal status; b. the lack of English language abilities; c. the lack of knowledge of American culture; d. the most severe issue, is the deeply rooted communist ideology carried with them from the communist China. The last issue becomes the deadly roadblock in their journey here in America. The same issue is also the most damaging to the education of the children of these immigrants. The same issue has caused social disharmony here in Flushing, manifesting in their hateful attitudes towards the persecuted Falun Dafa practitioners in the local community, and in their carrying out all types of illegal activities in pursue of gaining financial profits. In everyone, this is the most severe social pollution for the young learners in this community.
  3. There are over two hundred Falun Dafa practitioners currently residing in the Flushing Community; due to the ongoing persecution of Falun Dafa practitioners in Mainland China, there has been a constant flow of rescued Falun Dafa practitioners through the United Nation human rights program to arrive in America and many of them chose to come to Flushing. The efforts of the local Falun Dafa practitioners in carrying out public education of the ongoing atrocity happening in the Mainland China are manifested through many formats, and the most obvious one is the street-level public education booths, which are primarily located on the Main Street of Flushing. These booths are operated by the Global Center for Quitting Chinese Communist Party, a non-profit organization which focuses upon the distribution of the “Nine Commentaries on the Communist Party”, a set of nice articles to reveal the true nature of the Chinese Communist Party. Since 2004, this organization has made a huge impact to the Chinese Immigrants here in Flushing. According to report, over 100 million Chinese people have openly denounced the Chinese Communist Party under the influence of the public education of this non-profit organization which mobilized the entire international community of Falun Dafa practitioners. Thus, it is apparent that the Falun Dafa practitioner community has accumulated major skills and knowledge in helping rectify the poisonous influence of the Chinese Communist Party culture onto the mind of the Chinese people. That is to say, there are community Masters who have the solution for the social disharmony and social pollution that can severely impact onto the young minds our Charter School is trying to help. There are the Falun Dafa practitioners who are working hard for public education in Flushing. Interestingly, most of them are Mothers and Grandmothers.


  4. Most of American people first heard about Falun Dafa through the public media which, back in 1999, when the persecution of Falun Dafa was first started in the Communist China, all adopted the hate propaganda media stories from the official Chinese Communist Media. Therefore, the general public in America was not able to learn the truth about Falun Dafa until the Falun Dafa practitioners outside of China, mostly are young students, carried out all possible formats of public education to deliver their personal stories and the truth behind the persecution of Falun Dafa. Through such efforts, thirteen years after the start of persecution, the truth of Falun Dafa is not becoming more and more clear to the general public here in America. However, due to the persecution, most American still consider Falun Dafa is a type of political movement with a goal of over-throwing the Chinese Communist Government, or a type of spiritual movement that is like a religion, or some type of healing and fitness practice like Tai Qi or Yoga. In general, very few people can understand what Falun Dafa is among those who are not practicing Falun Dafa.
  5. To the scientific community, Falun Dafa is not yet considered to be a frontier science of mind-body-spirit from the ancient time, as recognized by Dr. Lotus King Weiss and many other top-notch scientists in China and abroad who have personal in-depth study and experience of the practice of Falun Dafa. The entire Western world appears to be under the control of another form of propaganda, which is centering on the topic of “Science and Technology”. The glorious ideology of Modern Science in developing human intellect to outsmart Nature and control Nature to satisfy the endless materials needs and desires of human body and human mind is much worshipped by modern people to the degree of considering this as the Truth of human world. In a way, modern science has turned into the biggest Religion of modern people, who no longer dares to acknowledge the “All Mighty God” in face of the “Rationality and Experimentalism” of Modern Science, which prohibits the human mind to accept ideas that have not been proven by the modern science system. This leaves the majority of the truth of Universe waiting to be proven by modern science before modern people is entitled to have access to. However, modern science is limited and is not the only way to find the vast truth of the Universe, Life and Human Body. The blind faith towards modern science and modern technology is detrimental to the growth of humanity and can be the worst roadblock in finding the fundamental truth of human being. For the field of education in America, the philosophy of education is based upon the ideology of modern science. Our Charter School will rectify this shortcoming, by bringing the introduction of the Buddha Law, or also known as the Tao, or the Fa, which is taught by the main teaching of Falun Dafa, “Zhuan Falun” (Turning the Law Wheel), authored by the Founder of Falun Dafa, Master Li Hongzhi.


  6. For any serious educator, the phenomena of Falun Dafa should be a major subject of study: within a short seven years, one human being who had no political background, no money, no fame, who did not even attend college, started to deliver a teaching and a practice, which soon was spread purely through word of mouth to 100 million people, in a country which is under the tight control of the Chinese Communist Party. According to health survey that is confirmed by the Chinese Communist Government itself, more than 90% of the practitioners who were suffering from all forms of what modern life science considered to be system-level diseases not curable by modern medicine, were totally healed shortly after the practice of Falun Dafa, therefore saving an estimated 1000 yuan medical cost per practitioner. This is only from the health perspectives. From the perspective of social harmony, Falun Dafa teaching guided this population of 100 million Chinese people who, even under the most brutal persecution of human history, persistently using only the most compassionate and peaceful means to tell the world a true story and never resort to any form of violent rebel. The history of China in the past twenty years since the spread of Falun Dafa is completely rewritten, since for the first time, China has an incredible force of righteousness, truth, perseverance, compassion, which has ultimately turned the polluted minds of Chinese people around to look towards the beauty of the traditional Chinese culture again. The upcoming collapse of the Chinese Communist Government is in everyway due to the Falun Dafa phenomena. The spiritual power behind the Falun Dafa phenomena should be examined by the education field of America.
  7. With the ongoing public education efforts of the international community of Falun Dafa practitioners in the past thirteen years, Falun Dafa is now being spread rapidly all over the world and has entered into every community of every ethnic group. The teaching of Falun Dafa, “Zhuan Falun”, has been translated into over thirteen languages. In recent years, the teaching of Falun Dafa has also entered schools and colleges. In Taiwan, Falun Dafa has been practiced in many schools and has shown to totally transform the quality of education in these schools. Our Charter School will therefore deliver the teachings of Falun Dafa to all students in our Charter School, as a profound science of mind-body-spirit, in the subject category of Science.

  8. Science, to all modern people, represents the noble human act of seeking the truth of human life, human body, the material world and the entire universe. All efforts of human beings are centered in finding a solution of human sufferings. Science is considered to be the modern solution for human sufferings. The life science field therefore is bestowed with the immense trust of the general public to find the ultimate solution of human birth-aging-sickness-death, a subject which was the interest of a great scientist in human history, but was not called a scientist, but was called, the Buddha, which means “the Enlightened One”, the one who knows the truth. Buddha Shakyamuni gained insight to the fundamental cause of all human sufferings through his path of cultivation in the human world and then taught as a Master to all of his disciples the truth of a path that can lead people out from human sufferings. However, modern people consider his teachings not to be science, but are labeled as “religion”. In American public school system, all religious teachings are not considered to be Science and are banned from the public schools, almost as if they are anti-science. However, the true purpose of education is to help the students to find the truth about humanity, the past, the present and the future. Without achieving this goal, education is a total failure. However, modern education appears to not even putting this goal into the mission of the education program. Education is only for the purpose of delivering human knowledge for helping the coping with human living. The goal of education has turned into quietly encouraging the students to be lost in human pursue of human “happiness”, which, in the eyes of Buddha, is the very item to let go for one to achieve true liberation of human sufferings. Therefore, it is apparent that modern education, if continue to be based upon the ideology of modern science with the goal of conquering nature, the entire system is not helping children, but destroying the children. If modern educators called Teachers are themselves totally lost in the human delusion and using education as a profession to make a living and seeking for power, name and profit, then such educators shall not be called Teachers, but shall be called Criminals who are massing up the future of precious human lives. In this regard, the issue of what is True Science and what should be taught in public schools on the subject of Science are vital subjects for the educators when designing a new school.


  9. In the eyes of the lead applicant of the Whole Elephant Charter School, modern science and modern education system based upon the ideology of modern science in America lack the ability to deliver fundamental truth of humanity and have been artificially imposing partial truth or even delusional information to the general public and their children, just like the blind men who can only find the part of the Whole Elephant, but ignorantly consider the part they touched to be the Whole. Using such an approach to help young children is bound to fail. A totally different approach of education allowing the young children to gain the ability to find larger truth is therefore absolutely required for the future success of education in America.


The lead applicant propose an innovative education approach which is deeply rooted within the five thousands of years of traditional Chinese culture, which has been systematically displayed through a colorful arrays of incredible human dramas that deliver the inner contents of the Way, the Dao, or the Law of the Human Life, Human Body and the Entire Universe.
The key focus of the education plan delivered here is to help the children to Return to One’s Truth Self (Fan Ben Gui Zhen), that is, to find the True Master within each Child, so that they are true great scientists that know the whole truth of the universe they are representing.
To accomplish this goal, we will deliver the best of the traditional Chinese culture throughout our education program, and apply the key principles of holistic education from this culture, while accomplishing the core knowledge delivery required by the New York State Board of Regents for the elementary school education. Specific education plan that can lead to the accomplishment of such a goal is outlined below.

The initial location of the Whole Elephant Charter School is a 7500 sq. corner lot in a very quite residential area which contains primarily residents and churches. If fundraising is successful, the following plan will be carried out:

A four story building will be built on this lot, to provide the classrooms of the Whole Elephant Charter School. In the neighborhood, we will also identify another building, which will be used as the dormitory of the students of the Whole Elephant Charter School. The education programs will be delivered seven days a week and the students will be living in the school dormitory except special holidays and standard summer vacation days. The rationale for providing school dormitories for the students is based upon the observation that the Chinese Immigrants’ children are mostly living in illegal housing with detrimental factors affecting their ability to be focused upon learning. Such an approach has been demonstrated to be very effective in International Schools operated by Americans inside of the Mainland China and have also received consensus support from the Mothers in Flushing community who have been working with Dr. Lotus King Weiss. Such an approach has also been carried out successfully in a famous dance school, called the Feitian Academy which has brought forth the most incredible talents of Classical Chinese Dance Troupes of the Shen Yun Performing Arts (www.shenyunperformingarts.org) now rated as the World Number One Performing Arts Group of Classical Chinese Dance.

Furthermore, as shown in the detailed outline of the daily education program, such an arrangement is required for the delivery of the teaching of a disciplined healthy and honorary life style which modern family is no longer able to teach due to the hectic life style of the working parents. Such a disciplined life style will help the students to set up a great habit of living and is believed to be the essential key of health and success of life. Many children, regardless of which ethnic group, are unable to take care of themselves and totally counting on the Mothers to do all the household work for them during the elementary school years; some are even unable to do so when they are at the college years. The Mothers do not have the patients or time to show them how to do so and feel very frustrated about the disorganized life style of the young children. While it is impossible for our Charter School to correct the behaviors of the grown-ups, it is our responsibility to assure the correct behaviors of the children in order to help them to be growing up as a healthy whole person.

In the design of such a dormitory arrangement, we also consider the importance of honoring the innate differences between boys and girls in their nature and physical needs. All details of education tailoring into the nurturing the female nature and the male nature of girls and boys respectively shall be installed into the daily practice of education.
Due to the arrangement of dormitory as an integral part of the design of education environment in our Charter School, we will also be able to help the children to learn and appreciate the Chinese Culinary Arts. Making food and eating together are powerful ways for students to bound together like a family; the preparation of Chinese food also is an important part of traditional Chinese culture, since the details of making food are very intricate and requires a wide range of knowledge of culture and history.
Such an arrangement also allows us to design our education plan around the clock. Such a plan is uniquely suitable for the Chinese Immigrants, since the parents work extremely hard everyday, do not have any holidays or vacations, and therefore are more than willing to have our Charter School to help their children to have a community of their own. Without any an arrangement, the children are usually left alone in an extremely small living environment with nobody to talk to. Such a disadvantage now becomes an advantage since the children will take our Charter School environment as their home and take full advantage of the colorful education programs that can extend into 9:00 P.M. every day. This makes our Charter School able to double the education time other public schools can offer and thoroughly install all essential elements a successful education program requires to accomplish.

The following seven subjects of studies will be delivered to the students from K to 5 in our Charter School, as mentioned in the Key Design Elements in earlier sections. Specifically, they are:

English, Chinese, Mathematics, Arts, Science, History and Humanity;
In our design, the English language study will be delivered to the students throughout all subject studies besides the specific English language education program. That is to say, all seven subjects of studies will be taught in both English and Chinese language, while English language specific study for improving English language skills will be carried out to assure the core knowledge required by the New York State Public School system; however, the driving philosophy for the students in our Charter School is to master the English Language so that they can effectively deliver the traditional Chinese culture to the world, as a mission for their future endeavor in America. Thus, the students are not viewing themselves as foreigners defective in their language skills and passively trying to be an integral part of the community by giving away their own language and culture, but pro-actively viewing themselves as proud Americans who have already mastered a great language that they need to spread but can do so only after learning English. Such a change of mental attitude will greatly encourage them to be more motivated to learn English while not leaving behind the precious gifts they already have that can bring major benefits to people from all over the world once they learn English.

In our design, the Chinese language study will be delivered to the students as the most important part of the education curriculum for the elementary school education. This will set up a leading example for the future American Elementary Schools, hopefully all public schools, to learn Chinese language as a key element of elementary school education curriculum, according to our education philosophy. The five thousands of years of traditional Chinese Culture is the most precious treasure human history progression has left to humanity. It is a treasure that is created by all people from all over the world throughout the human history, according to the most recent research data from the relevant field. Thus, it is a treasure that belongs to all people and is an essential tool for the future human world to find the Way of Return, as believed by the lead applicant.

In our design, the Science and Social Study core knowledge required by the New York State public school system will be delivered through Science, History and Humanity teachings, while greatly expanding the scopes and knowledge and inner contents in these areas. For example, the Science subject will contains education of both the most frontier Western Life Science, as well as the most profound ancient science of mind-body-spirit; the History subject will contains education of family history, community history, national history and prehistoric phenomena that give insights about the true origin of humanity; the Humanity subject will contains education of the essence of traditional Chinese culture relating to the past, present and future of humanity, as well as the key spiritual concepts from both the East and the West;
In our design, the Mathematics subject will be taught to assure the delivery of core knowledge required by the New York State public school system, but also will add practical use of Mathematics in relevant modern science subjects such as physics and chemistry, and most importantly, in business practices; such knowledge will be delivered through weekly seminars by members from the local community as well as invited scholars of each field; the personnel resource will be coming from the Whole Elephant Institute, the Korean Community Center of New York and the international Science teams associated with the Whole Elephant Institute.

In our design, the Art subject will be taught as an integral part of daily student lives, since it is believed, according to the traditional Chinese culture, that the performing of an art daily is the best practice of discipline training and can help to cultivate one’s character. The practice of Chinese music instruments specifically suitable for boys and girls respectively will be required each Monday, while Chess, Chinese Calligraphy and Painting will be taught on Tuesday, Wednesday and Thursday, respectively, as a routine practice every afternoon immediately after the daily subject studies are completed.

On Sunday, scheduled field trips will be delivered to tour the community and city for cultural enrichment, under the supervision of the Master Teachers.

According to the above education plan, each day there will be six Master teachers with each for leading 20 students of his or her grade-specific class. While the subject of study is shared among all students, the level-specific teaching methods are applied by the grade-specific Master Teachers to match the acceptability of the respective students of each grade. However, there is plenty of time for cross-grade interactions, such as during the morning exercises, three meals, after meal movie time and before bedtime meditation hour. The team spirit will be nurtured among all students through such close interactions, like in traditional Martial Arts Schools, with elder students treating younger students like little brothers and sisters; Trust-Love-Respect will always be upheld through the education program;
Since the different subject studies are separated not by hour, but by days, the Master Teachers of each subject practically work a whole day each week, while having the rest of the four work days for professional development and teaching preparation. The Six Master Teachers for each of the Seven Subject studies will always meet to develop education curriculum, programs, seminar topics, field trip targets, and student evaluation methods, which will be through various formats of commonly known and practiced methods in the standard public school system of New York State.

Since the students are having long days of studies and have sufficient learning materials to digest, every month we operate on three weeks schedule, leaving the fourth week for retreat and community outreach activities. During the fourth week, we will take the students to our Retreat Site located at the Up State New York, where we have a large 8 acre site of World Skater Ring, where outdoor activities in nature will be organized. Some retreat weeks will be filled with community outreach activities which allow the students to be delivering community services and fund-raising activities; during this fourth week, the students will also be lead to learn some specific skills such as sewing for girls and carpentry work for boys; during this week, the learning is focused upon the integration of students into the society and help them to apply learned knowledge and skills in real life.

Our Charter School will honor all national holidays as well as Chinese traditional culture holidays, such as the Full Moon Festival, the Chinese New Year, the Lantern Festival, as well as the important days associated with Falun Dafa, such as the May 13th Falun Dafa Day and the July 20th Anti-Persecution Day.
