Throughout this row, “solves” means identifying solution alternatives, selecting the appropriate one, interacting with others, and carrying it forward to completion.

Including definition, completion, and technical quality, as well as assuring consistency across the responsibility span.

This refers to leveraging people for enhanced team effectiveness—team building with the most appropriate staff, making and using connections with peers, appropriate delegation of tasks, facilitation, reusing applicable work, etc.

Managing the work of others includes providing context and motivation, keeping open lines of communications (up and down), having the respect of others for project/task leadership abilities, planning for resources (staff and non-staff, such as facilities and equipment), developing contingency plans, keeping to budget and within schedule, etc.

Line management includes helping subordinates develop professionally, dealing quickly and sensitively with personnel issues, keeping open lines of communications (up and down), performing constructive performance appraisals, administrative functions, maintaining the personnel base (numbers and skills) consistent with work program needs, assigning people to tasks, providing sound work practices, etc.

*Supervisory/management assignment is characteristically for one or more years.

TSOD stands for time span of discretion, which is the duration at which a person’s task completion can be judged to be either successful or unsuccessful. In this context, the durations noted are those for the longest time span tasks a person takes on, be the tasks explicitly assigned or implicit in the person’s job role. And, for this purpose, a task ends if there is a milestone at which the success of that portion of work can be determined. In summary, TSOD indicates the planning horizon within which a person can flexibly adjust his or her time expenditures before a manager can unambiguously determine if an ongoing task was not completed properly.
