Accused Mangal Singh is a suspended Constable and presently posted at 3rd Bn. DAP got married with Meena in 1995. They got three children out of this wedlock. He took the help of his close friend Raghubir Singh, a transporter known as ‘Chacha’ who approached Anish, a car dealer of MCD Colony, Azadpur, Delhi and his three car mechanics namely Anup, Amit, and Billoo to execute the task they planned. Anup and Amit accepted Rs. 1 lac as Supari for eliminating his wife Meena. A part payment of Rs. 25,000/- was immediately made and a sum of Rs. 25,000/- was further invested for arranging fake license and to hire a Scorpio vehicle for them to be used in commission of crime. The group surveyed the place of accident several times and also laid traps with vehicle to get chance of the victim to come and cross the road.

On 25.7.11, when Meena was going to take his son from Vidhya Jain School and crossing the road, Anup and Amit who were in Scorpio Car immediately at the pointing out of Mangal Singh hit Smt. Meena from front side due to which her body swung into air and dashed to roadside. Thereafter, they fled away from the spot in Scorpio Car. Both Mangal Singh and his friend Raghubir Singh who were in Santro Car at the spot also escaped from the spot. Later, after two hours Mangal Singh reached in the hospital and posed as innocent husband and even shifted the lady to a private hospital in Keshav Puram. Though, the lady got her legs fractured and had sustained serious injuries on head and back but finally survived. However, she is still on bed in the hospital convalescing without having any idea of his husband’s nefarious designs.
