A black night. Heavy rain splashes across the pavement sending white torrents cascading against a catch basin.
EXT. CAR- NIGHT-SAME TIME
HISSING TIRES cut foamy rivulets across the black pavement. A CAR halts beneath a STOPLIGHT. Huge raindrops pop-off the hood like tiny synchronized EXPLOSIONS.
Through swishing windshield wipers, the DRIVER’S GLOVED FINGERS drum rhythmically on the steering wheel.
INT. CAR –NIGHT-CONTINUOUS
A sudden FLASH of a match illuminates the inside windshield, casting distorted images on the rain splattered glass.
A match glows RED, flaring a TWISTED FACE against the inside windshield as GLOVED FINGERS, now holding a cigarette, continue...DRUMMING, DRUMMING.
COOING sounds are heard. A GLOVED HAND reaches across to a plastic laundry basket. A dark object lies still on a blanket.
Another FLASH, PIERCING BRIGHT, followed by a CLAP OF THUNDER reveals a BABY BOY...about three months old.. laying in the a plastic basket.
The driver’s hand slides a blanket across the baby’s body. The streetlight changes as a GREEN SHEEN undulates over the small body.
EXT. MAIN STREET-NIGHT-CONTINUOUS
The CAR slowly turns onto a commercial street...accelerating as it passes businesses with NEON SIGNS ablaze. The car passes other vehicles.
INT. CAR REAR VIEW MIRROR-NIGHT
Dark sunglasses peer into the rearview mirror as SMOKE curls up around the mirror lenses.
Distant CAR LIGHTS suddenly strike the top of the mirror, reflecting up on the sunglasses like TWO MILKY DEAD EYES.
ANOTHER STOPLIGHT-MOMENTS LATER
…..as several cars line up behind the DRIVER’S CAR.
EXT. SIDE VIEW MIRROR-CONTINOUS
The AUTOMATIC MIRROR turns in slow search for some point of identity in the vehicles behind.
INT. INSIDE THE DRIVER’S CAR-CONTINUOUS
The drumming fingers stop and disappear...reappearing with a 9 millimeter. Slowly, the GLOVED HAND lays the weapon down on a blanket next to the tiny body.
Suddenly the interior of the car EXPLODES IN GREEN as another BOOM of THUNDER breaks over the car.
THE STREET-FROM ABOVE
With SCREECHING TIRES, the DRIVER’S CAR bolts forward. A CAR following careens to the right and roars pass other cars in HOT PURSUIT.
INT. INSIDE DRIVER’S CAR-SAME TIME
Both gloved hands now grip the steering wheel. The car ENGINE SCREAMS from the acceleration. Instantly the gloved hands turn a hard, TIRE SQUEALING LEFT... the sliding plastic basket smashes into the driver’s side.
A SHRILL CRY from the BABY echoes through the car as it speeds ahead.
THE TWO VEHICLES-FROM ABOVE
Both CARS race dangerously down a long, rain swept street. In the distance, the cars’ lights illuminate a sign...RUTLEDGE STATE PARK...BEAR RIGHT.
The DRIVER’S CAR speeds to the left of the road, then instantaneously jerks RIGHT, down the PARK ROAD...causing the SECOND CAR to swerve violently.
SPINNING OUT OF CONTROL, the second car WHIPS-A-180 and SQUEALS rubber down the PARK ROAD.
EXT. RUTLEDGE STATE PARK- PARKING LOT-SAME TIME
The DRIVER’S CAR screeches to a stop, dislodging gravel and mud. The DRIVER’S DOOR BURSTS OPEN. The DRIVER leaps out and flees into the dark, the plastic basket tucked under an arm.
EXT.PARKING AREA- FROM ABOVE -MOMENTS LATER
The SECOND CAR...high beams blazing the way...slides to a stop. Car headlights cast an eerie background with shafts of yellow light segmenting the rain soaked landscape.
Silhouetted in the deep shadows of the parking lot are the shapes and metal curves of other vehicles.
EXT. PARKING AREA- GROUND LEVEL-CONTINUOUS
Both DOORS of the SECOND CAR burst open and a MAN and a WOMAN exit. The CRIES of the baby are heard as the SILHOUETTE of the fleeing DRIVER crosses into the headlights’ pathway.
The DRIVER races up unto a wooden footbridge that stretches over a black pond. The MAN cautiously moves toward the DRIVER as the WOMAN races to the edge of the pond. Drawing her weapon, the WOMAN assumes a shooting stance.
The DRIVER reaches the mid section of the bridge and is now caught in the headlights’ intensity.
The DRIVER stops and slowly turns directly into the light. A BASEBALL CAP obscures the FACE.
BELOW, dark, murky water swells and swirls from the driving rain.
Another LIGHTNING FLASH etches the sky as a third FIGURE is seen momentarily before vanishing in the darkness.
The DRIVER reaches out and holds the basket over the bridge railing.
DON’T!!!DON’T DO IT!!I’LL BLOW YOU TO FUCKING HELL!
The DRIVER’s HEAD bows down, in a sign of defeat, and lowers the basket. Then without a word suddenly RELEASES the basket over the railing as SHOTS ring out.
FROM ABOVE THE POND-IN SLOW MOTION
…. the basket and baby fall endlessly into the DARK RAGING WATER…..then…BLACK.
Sounds of falling RAIN and rising STEAM appear on a semi-transparent shower curtain… the silhouette of a WOMAN’S BODY...lean and tall… appears… washing her hair.
TITLE: TWO WEEKS EARLIER.
Water drops build, and randomly race down the curtain, revealing more of the curvaceous side of the WOMAN. A CAT PAW swipes at the snake-like trails of water.
INT. BATHROOM –MORNING-CONTINUOUS
The CAT pounces on a shampoo cap knocking it into the next room where we see a small T.V. on a stand against a wall. The T.V. NEWS is on.
ON THE T.V. SCREEN-A HANDSOME REPORTER
At the statehouse yesterday, Governor Thompson announced the appointment of long time aide Carla Reading to head up the newly expanded Bureau of Child Support Enforcement. This coming just one week after the President’s address on sweeping reforms to the nation’s welfare system.
On the tape THE GOVERNOR, mid-60’s, athletically handsome, impeccably dressed; a genuine blueblood, standing at a podium… his true station in life.
Today’s appointment of Carla Reading is the first of many new and aggressive measures aimed at reducing our taxpayers’ burden by bringing non-custodial parents to bear their respective familial and financial responsibilities.
The shower stops and a HAND appears from behind the curtain...grabbing a fresh towel. LONG LEGS step out from the tub. Wrapped in a towel and using another to dry long dark hair, the WOMAN slowly moves toward the T.V.
INT. SMALL APARTMENT-CONTINUOUS
Sparsely furnished living room. Unpacked boxes and stacks of books, magazines, and clothing are randomly scattered about. The move here is still in progress.
Brushing long silky hair, the WOMAN picks up a T.V. remote and jacks up the volume.
CARLA READING is now on the screen standing next to the Governor. She is 40-something, attractive with short brown hair and black lifeless eyes…a highly polished political survivor
Along with Ms Reading’s appointment, I have added ten new field agents across our great state to assist in the location and apprehension of these delinquent parents, who last year alone cost our working taxpayers over three and a half million dollars.
The telephone rings. The WOMAN picks up the phone. Her naked back is still facing us as we slowly focus back on the T.V. screen.

Typical suburban street. Two story homes line both sides of the street. Cars are park everywhere. Several youngsters are milling about...waiting for the morning bus. In the b.g., a landscape of tall buildings fills the sky.
The front door of the foremost apartment building opens and a WOMAN-KY CASEY exits.
THE CREDITS ROLL
KY CASEY...mid-20’s, with her hair stylishly pilled on top of her head, descends the front stairs. In a smart blue suit with white blouse, stockings, black heels, purse, and attaché case by her side, she walks to an old V.W. Beetle convertible gets in, starts the old spurting engine and drives off.
EXT. CITY THRUWAY-MORNING-OVERHEAD
The CREDITS continue as the V.W. makes it way through the usual traffic of a Monday morning workday in the CITY. Passing other vehicles, we catch more signs announcing the CITY limits. At another sign…… ...DOWNTOWN CITY OFFICES... Ky exits the highway.
INT. LOBBY-MOMENTS LATER
Modern city office complex...wide open area with polished marble floors...elevators on both sides of the huge lobby, signs and message boards abound as do a zillion moving workers.
KY moves confidently amongst the masses making her way toward a large DIRECTORY SIGN. Quickly scanning the sign she looks at her watch. Noticing she’s early...she steps back to survey her new work area. Spotting a COFFEE SHOP…. KY heads over.
INT. COFFEE SHOP-CONTINUOUS
Typical coffee shop found in all public buildings. Several workers fix coffees and rapidly exit. The COFFEE ATTENDANT...late 60’s, bald and wearing dark glasses rings money into the register.
