Development of the quality management area at the EU level has been in the centre of IPSG's attention since the beggining of its operations.
Three areas have to be exposed in this regard: CAF, QC and QM Studies and Reviews:

Since the year 2005 the IPSG is presenting information on Quality Management in Public Administrations of the EU Member States, in the form of comparative review – matrix published at the EUPAN web page. It was agreed to update the matrix (up to) twice per year; last update was published in spring 2007, upon the information gathered by the end of 2006.
Information on QM in PA of 23 Member States is included in the matrix: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Ireland, Latvia, Lithuania, Luxemburg, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom, 21 of them presenting information on general as well as on detailed level.
Several and different kind of inquires and personal contacts in this regard show actual demand for such information which serves several purposes: having comparative information at least on the broadest level; seeking for benchmarking countries / partners / cases as well as identifying sources for more detailed information. Besides direct benefits of the existing comparative review in the form of matrix the most important indirect benefit is greater visibility of the EUPAN website.
Comparative Analysis of Quality Management in Public Administrations in 2008
In February 2008 Slovenia is starting extensive project – comparative analysis of quality management in public administrations of the EU member states in order to capture latest developments and the state of Quality Management area in the EU. In this respect, two main streams of activities will be launched:
From the aspect of the content the Comparative Analysis of Quality Management in Public Administrations in the EU will be elaborated, which is intended to be also one of important contributions to the 5th Quality Conference 5QC in October 2008 in Paris;
From the viewing point of comparative information presentation transparency and visibility of existing comparative review will be enhanced – improved overall review (level 1) as well as improved access to additional and / or more detailed information (level 2).
Purpose of Comparative Analysis of Quality Management in Public Administrations is, above all to:
Provide a comparative analysis of the area which is central area of operation of the Innovative Public Services Group;
Present the results of comparative analysis at the 5QC in October 2008 in Paris;
Contribute to improved accessibility of sources for benchmarking and sharing of good practices, through improved transparency and enhanced accessibility of comparative data/information in the area of quality management in the EU.
Upgraded matrix with comparative review of QM in Public Administrations in the EU MS, possibly with the information of all MS; also observer and/or candidate countries are invited to contribute;
Comparative analysis of QM in Public Administrations in the EU MS, with the most current information on the status of QM in PA area in the EU;
Publication – printed version, to be disseminated at the 5QC; pdf version – to be published at the EUPAN web page.
For gathering the information on quality management in the MS:
Template for gathering the existing information; template from 2005 is used as a bases and further developed, to capture two moments: to demand as little additional work for MS as possible as well as to assure continuity of the area under consideration.
Treating and presenting the information gathered:
in the matrix, which will be updated as well as upgraded;
in the comparative analysis.
Main steps / activities
Following main steps in performing the comparative analysis of quality management in public administrations in the EU are foreseen:
Discussion at the IPSG meeting in February 2008, including comments on proposed template for gathering the information and different comparisons and analysis;
Finalizing and completing the template with the results of the discussion – sending the template to states, together with an example for Slovenia;
Invitation to the states:
to update the country information as well as to provide additional information;
states which did not take part yet, to join and to provide the information;
