1 3 inserting the following:

1 5 INTERIM STUDY COMMITTEE. The legislative council is

1 6 requested to establish an interim study committee to

1 7 evaluate the need for statewide broadband access, the

1 8 extent to which such access exists, and the necessity

1 9 for and content of a statewide broadband policy. In

1 10 conducting the study, the committee shall review

1 11 exclusively the provisions of the federal

1 12 communications code and other federal laws affecting

1 13 the implementation of broadband. The committee

1 14 shall>.

1 4 . Section 103.22, Code 2009, is amended

1 5 by adding the following new subsection:

1 6 NEW SUBSECTION. 13. Prohibit a person from

1 7 performing work on an emergency basis. For the

1 8 purposes of this subsection, "emergency" means a

1 9 situation where failure to perform the work

1 10 immediately is likely to result in damage.>
