The scope of works to be performed:
construction of a new water treatment plant of the capacity 800m3/h in the water intake Podgórze will include: new deep wells, retention reservoirs with the infrastructure, technological building of filters’ station, filter installation, inter-objects networks with the installation of purifying facility, electric intallations, automatics and control
modernization of existing water treatment plant capacity increase up to 400m3/h in the water intake Rybaki resulting in the increase of its capacity up 400m3/h will include: replacement of: pressure aerators, compressors, filtration sets, extension of aerating system, filtration system, modernization of controls and signalling system.
Repairing or renewing existing building on water intake “Rybaki”,
Construction of monitoring of all water-supply system in Łomża City.

Payment will be made to the Contractor within 60 calendar days after invoices are issued.

Consortium – each partner shall be jointly and severally liable for the execution of the contract.

Participation in tendering is open on equal terms to all natural and legal persons of the Member States of the European Union and Beneficiaries of CARDS programme (Albania, Bosnia-Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Serbia-Montenegro), Beneficiaries of Phare programme (Bulgaria, Romania, ) Turkey, parties to Government Procurement Agreement GPA (Switzerland, Norway, Liechtenstein, Iceland, United States of America, Canada, Japan, South Korea, Hong Kong, Singapore, Israel and Aruba) – the latter countries only on the conditions specified in the GPA agreement. All works, supplies and services must originate in one or more of these countries.
Candidates or tenderers will be excluded from participation in a procurement procedure if:
they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
they have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify;
they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Authority or those of the country where the contract is to be performed;
has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which they are established or those of the contracting authority;
they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the Communities financial interests;
following another procurement procedure or grant award procedure financed by the Community budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations;
are guilty of serious misrepresentation in supplying the information required by the Contracting Authority as a condition of participation in the contract procedure or fail to supply this information.
The Tenderer must be a registered firm or natural person capable of carrying out the specified works, i.e. construction and erection, sanitary systems, electrical and telecommunication .
His average annual turnovers in the past 3 years must by equivalent to 3,5 mln EUR.
He must have access to sufficient credit to cover the required cashflow for the duration of the contract. In any case the credit amount exclusively available for the execution of the Project (i.e. not already committed to other activities)must exceed the equivalent 450 000 EUR.
He shall have completed at least 2 projects, of the total value of 3,5 mln EURO jointly and nature/ complexity comparable to the tendered works over the last 5 years.
All managers and key personnel shall have adequate experience: Project Manager at least 10 years of total experience and 5 years of experience as manager of similar works, Site Manager at least 10 years of total experience and 5 years of experience as manager of similar works.
The Tenderer shall own or have access to the key items of equipment for execution of the contract works.
The Tenderer shall carry out at least 70% of the Contract Works by his own resources.
