GOOD MORNING EVERYBODY. TODAY IS OCTOBER 2nd WE'RE HAVING SOME TECHNICAL DIFFICULTIES FOR THE WEB BROADCAST. WE WILL BE POSTPONING OUR CITIZEN PARTICIPATION FOR A FEW MOMENTS UNTIL WE GET THE SYSTEM UP AND RUNNING.

IF THE CHAMBERS WILL PLEASE COME TO ORDER THIS MORNING. IT IS OCTOBER 2, 2014. WE'RE HAVING SOME TECHNICAL DIFFICULTIES. IT IS IMPORTANT THAT WE HEAR FROM OUR CITIZENS WE HAVE TWO CITIZENS THAT WISH TO SPEAK. ACTUALLY ONE. LET ME READ THE PARTICIPATION. THE VOLUSIA COUNTY COUNCIL WELCOMES YOUR INVOLVEMENT AND INTERESTED IN HEARING YOUR COMMENTS. PLEASE FILL OUT A SLIP AND INDICATE THE ISSUE YOU WISH TO ADDRESS YOU MAY WRITE ON THE BACK IN YOU HAVE TO. STATE YOUR NAME AND ADDRESS FOR THE RECORD BEFORE BEGINNING YOUR COMMENTS YOU MAY SPEAK UP TO 3 MINUTES PER TOPIC EITHER DURING THIS PARTICIPATION OR WHEN THE AGENDA ITEM IS HEARD. PLEASE BE COURTEOUS, RESPECT VIEWS OF OTHERS AN ATTACKS WILL NOT BE TOLERATED. FIRST THINGS UP THIS MORNING MR. CULLIGAN. WHICH ONE WILL YOU SPEAK ON FIRST ONE IS PRAYER BEFORE MEETING.
YOU'RE GOING WITH THE PRAYER FIRST.
IF WE MAY HAVE YOUR NAME AND ADDRESS FOR THE RECORD.
MY NAME IS MARTIN CULLIG AN.
THAT'S GREAT.
THREE MINUTES.
IN A LITTLE WHILE, THE ACTUAL COUNCIL MEETING IS GOING TO START. AND THE FIRST THING YOU'LL ASK FOR IS FOR PEOPLE TO STAND UP FOR A PRAYER. HERE WE GO. THAT'S WHAT THE AGENDA SAYS I DON'T THINK IT'S FAIR TO ASK FOR US TO STAND FOR A PRAYER FOR ANY RELIGION WE HAVE NO DUTY TO STAND FOR OTHER PEOPLE'S PRAYERS OR RELIGIONS I DON'T CARE IF YOU WANT TO STAND, THAT'S FINE WE ARE OBLIGATED TO STAND FOR THE PLEDGE OF THE ALLEGIANCE FOR THE UNITED STATES WHICH IS A PRAYER AS WELL. IT INCLUDES TWO WORDS, UNDER GOD. IT DOESN'T SPECIFY WHICH GOD. THIS WAS NOT IN THE ORIGINAL PLEDGE OF ALLEGIANCE. THANK YOU.

THANK YOU, SIR.

YOU'RE NEXT.
IS THERE ANYBODY ELSE WHO HAS FILLED OUT A PUBLIC PARTICIPATION.

WE HAVE YOUR NAME AND ADDRESS. 66 TANGLE WOOD ROAD. YOU HAVE THREE MINUTES I WOULD LIKE TO POINT OUT THE FACT THAT TO A CERTAIN DEGREE, THE VOLUSIA COUNTY IS TO A CERTAIN EXTENT UNETHICAL AND DISHONEST BASED ON CERTAIN FACTS. YOU CLAIM YOU WANT TO HEAR PEOPLE AT 8:30, THIS TIME, WE HAVE A CERTAIN AMOUNT OF COUNCIL MEMBERS I DON'T THINK IT'S HONEST. I THINK THAT THE VOLUSIA COUNTY COUNCIL TO A CERTAIN DEGREE IS UNETHICAL BECAUSE MANY, MANY GRANTS AND CONTRACTS COME BEFORE THIS COUNCIL FROM COMPANIES THAT ARE ASSOCIATED WITH PEOPLE WHO HAVE GIVEN HEAVY CAMPAIGN CONTRIBUTIONS TO THE COUNCIL MEMBERS AND THEY SAY NOTHING. ONLY ONE TIME DANIEL ADMITTED HE HAD GOTTEN CAMPAIGN CONTRIBUTIONS. I DON'T THINK IT'S FAIR OR ETHICAL. COUNTY COUNCIL MEMBERS SHOULD SAY THEY HAD THESE CONTRIBUTIONS I WOULD LIKE TO SHOW YOU, THIS IS OFF LOADED FROM THE VOLUSIA COUNTY WEB SITE. IT'S THE CANDIDATE REPORTS LOG-IN. ONE CAMPAIGN CHECK, ONE AFTER ANOTHER, THEY'RE ALL FROM THE SAME EXACT ADDRESS. OTHER CAMPAIGN CONTRIBUTIONS FROM INSURANCE COMPANIES, BROWN AND BROWN, OVER AND OVER AGAIN TO ALL OF THESE CANDIDATES ALL OF THESE PEOPLE HAVE BUSINESS RELATIONSHIPS WITH THE VOLUSIA COUNTY COUNCIL. ALL OF THEM. IT DOES NOT APPEAR KOSHER AT ALL WHEN THEY SEE PEOPLE RUNNING FOR OFFICE THAT ARE GETTING HEAVY CAMPAIGN CONTRIBUTIONS. $500 CHECKS, THOUSAND DOLLAR CHECKS. DAYTONA SPEEDWAY AND IT'S A DISGRACE BECAUSE IT APPEARS TO TAXPAYERS LIKE ME, THAT YOU PEOPLE ARE ON THE TAKE. HERE'S THE RECENT, THIS IS JUST WITHIN THREE WEEKS. THOUSAND DOLLARS, ALL OF THESE INSURANCE COMPANIES ALL OF THESE PEOPLE HAVE BUSINESSES IN VOLUSIA COUNTY ETHICAL. THEY NEED ETHICS COMMITTEE APPOINTED TO AT LEAST ADDRESS SOMETHING THAT THE COUNCIL DOESN'T EVEN HAVE A CLUE ABOUT, IT'S CALLED ETHICS. THANK YOU.

SIR, BEFORE YOU LEAVE. IF YOU COULD TAKE THE DOCUMENTS THAT YOU QUOTED, WE WILL NEED THEM FOR THE RECORD BECAUSE YOU QUOTED THEM. IS THERE ANYONE ELSE FOR PUBLIC ANTICIPATION. WE WILL BE IN RECESS UNTIL 9:00 THIS MORNING WHEN WE START OUR REGULAR COUNCIL MEETING WE ARE IN RECESS.
THEREFORE, WE PRAY FOR THE MAYOR, CITY OFFICIALS AND THIS COUNTY COUNCIL AND ASK THAT YOU GIVE THEM WISDOM TO GOVERN, A TRUE SENSE OF THE NEEDS OF THE PEOPLE, A PASSION FOR JUSTICE AND RIGHTEOUSNESS AND THE RIGHT TO CHOOSE WHAT IS GOOD AND FITTING WHEN MAKING THE DECISIONS, THE ABILITY TO WORK IN HARMONY. THEY GO ABOUT THE WORKS SET BEFORE THEM AND WE THANK YOU. NOT ONLY NOW BUT IN THE FUTURE.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLICAN FOR WHICH IT STANDS, ONE NATION UNDER GOD --
THANK YOU VERY MUCH. EVERYBODY THAT HAS STOOD, PLEASE BE SEATED.
BEFORE WE GET INTO COUNCIL POLLING, THE STAFF REQUESTED TO PULL ITEM NUMBER 8 AND ITEM NUMBER 14. WE NEED TO DISCUSS ITEM NUMBER 14 BEFORE WE DEPART AT NOON. WE WILL NOW START OFF, M S. DENYS.
I HAVE NOTHING.
WAGNER? MS. CUSACK? MR. DANIELS AND I HAVE NOTHING. ITEM 8 AND 14 IS POLLED BY STAFF. IS THERE ANY CITIZEN POLLING THIS MORNING?
NO, SIR.
VERY WELL. GIVE ME A SECOND. I HAVE A MOTION FROM MR. PATTERSON.
SECOND. ALL THOSE IN FAVOR PLEASE SIGNIFY BY I
I. 6-0 APPROVED. THE APPROVAL OF THE MINUTES FROM AUGUST 21st, 2014 COUNTY COUNCIL MEETING. I HAVE A MOTION TO APPROVE. PLEASE SIGNIFY BY I
I.
THANK YOU. ITEM NUMBER 2, WE ARE VERY HONORED TODAY TO HAVE A GENTLEMAN WHO HAS BEEN WORKING FOR THE VOLUSIA COUNTY GOVERNMENT FOR 28 YEARS. YOU HAVE THE FLOOR.

GOOD MORNING CITIZENS HERE AND ON THE INTERNET. I'M DIRECTOR OF COMMUNITY SERVICES WE HAVE ONE RETIREE TO RECOGNIZE, A CAPTAIN WITH THE SHERIFF'S OFFICE, 28 YEARS WITH THE SHERIFF'S OFFICE. MR. McDONALD IS HERE AND BRENDA BEN JOHNSON IS GOING TO HANDLE THE REMARKS.
GOOD MORNING.
WE'RE HERE ONCE AGAIN TO SAY GOOD-BYE TO ONE OF OUR VALUED EMPLOYEES IT'S ALWAYS A BITTER-SWEET MOMENT. WE HAVE CAPTAIN JOE, HE WAS HIRED BY THE VOLUSIA COUNTY SHERIFF'S OFFICE, RETIRED SEPTEMBER 30th. HIS PRIOR WORK EXPERIENCE WAS U.S. AIR FORCE FROM OCTOBER 10, 1932 UNTIL OCTOBER 8, 1976 WHERE HE OBTAINED THE RANK OF SERGEANT. HE WAS A FIREFIGHTER AND DRIVER AND ENGINEER HE SWAPPED OVER TO THE POLICE DEPARTMENT FROM THE SAME DATE HE LEFT THE FIRE DEPARTMENT UNTIL 1985 WHERE HE OBTAINED THE RANK OF SERGEANT. HE WAS IN A MOTORCYCLE UNIT, HOMICIDE INVESTIGATIONS, K-9 HANDLER AND SUPERVISOR OF DRUG DETECTION. HE CAME TO OUR DEPARTMENT IN 1985 UNTIL AUGUST OF 1986 WHERE HE SERVED AS A TRAFFIC HOMICIDE INVESTIGATOR. HE THEN CAME TO VOLUSIA COUNTY SHERIFF OFFICE. HE WAS IN THE BOND UNIT, MOUNTED UNIT AND HE WAS PROMOTED THE SERGEANT JANUARY 1, 1994, TO 1996 AND TO CAPTAIN JULY 2, 1999. HE WAS OUR TRAINING SECTION SUPERVISOR, TRAINED IN DEFENSIVE TACKICS, FIREARMS AND INSTRUCTING THE POLICE MOTORCYCLE OPERATIONS COURSE IN 1988. HE DEVELOPED THE CLASSES AFTER THIS OF OUR FIREARMS. HE IMPLEMENTED THE CIVILIAN FIREARM SAFETY CLASS IN 1993. HE DEVELOPED A SPECIAL COURSE OF INSTRUCTION TO SUIT THE NEEDS OF THE JUDICIARY AND FIREARMS IN 1995. THAT'S KIND OF DANGEROUS. NOMINATED IN 1995 AND REV -- RECEIVED ACCOMMODATIONS JUNE, 1998, AS A LIEUTENANT, HE WAS ASSIGNED TO OVERSEE THE OPERATIONS OF THE OAK HILL POLICE DEPARTMENT AFTER THEIR POLICE OF CHIEF WAS SUSPENDED. THE OFFICE WAS DISORGANIZED AND EMPLOYEES NOT REGISTERED AS LAW ENFORCEMENT OFFICERS AND MANDATORY REPORTS WERE UNFILED HE BROUGHT THE POLICE DEPARTMENT BACK INTO COMPLIANCE AND LAID THE FOUNDATION FOR THE AGENT'S FUTURE DURING A VERY POLITICAL TIME IN A POLITICAL ARENA. HE SERVED FROM JANUARY 1999 TO FEBRUARY OF 2000. HE WAS RESPONSIBLE FOR PRISON TRANSPORTATION. HE ASSISTED WITH THE CASE OF GEORGE ZIMMERMAN OF 2013. HE'S NOW ONE OF OUR ORIGINAL ONE HUNDRED DEPUTIES, ONE HUNDRED KIDS, WORKED THE SPEEDWAY DURING RACES AND ON PRESIDENTIAL SECURITY FOR GEORGE BUSH IN 1992 AND RECENTLY HE RECEIVED A MEDAL WHEN HE HELPED RESCUE SWIMMERS IN DISTRESS AT THE BEACH. JOE IS A VERY VALUABLE MEMBER OF THE AGENCY. HE'S SOMEONE WE ALWAYS LOOK TO WHEN WE NEEDED SOMETHING AND HE WAS THE GO-TO GUY. HE'S GOING TO RETIRE. WE WILL MISS HIM. JOE COME ON UP.

WOW, WHEN YOU HEAR OF YOUR LIFE AND WHAT YOU HAVE DONE FROM THE MILITARY, TRYING TO GET YOUR START IN THE BEGINNING, I WENT THROUGH SOME BAD TIMES IN SOUTH FLORIDA. A LOT OF PEOPLE CAN RELATE TO THOSE IF YOU CAME FROM THAT AREA IN 1980, 1982. AFTER I GOT PROMOTED, I GOT TO A POINT IN MY AGE WHERE IT WAS TIME TO FIND A HOME. THAT'S WHAT I DID. I ALMOST MADE THE MISTAKE AND WENT TO WORK FOR THE BROWARD SHERIFF'S OFFICE I WANTED TO GO TO WORK FOR A SHERIFF'S OFFICE, BUT AT THE TIME, VOLUSIA COUNTY WAS NOT HIRING AT THAT TIME. FOUR OPENINGS WENT DOWN TO I BELIEVE ONE THAT YEAR I CAME UP AND WENT TO WORK FOR ANOTHER DEPARTMENT TO WAIT FOR AN OPPORTUNITY HERE AT THE SHERIFF'S OFFICE. THE FIRST INDIVIDUAL I MET WAS LIEUTENANT BEN JOHNSON WHO WAS ON THE BOARD WITH THE LIEUTENANT AND LEONARD DAVIS. WITH ALL THAT BEING SAID, IT'S BEEN A SHORT 28 YEARS HERE. IT REALLY HAS. ANYBODY THAT GETS UP SENIOR AND IN A POSITION AND THEY HAVE HAD AN OPPORTUNITY TO WORK IN A PLACE FOR THAT PERIOD OF TIME, IT DOES GO BY FAST. THE ONE THING I DO KNOW, THAT ALL OF THE AREAS I WORKED WITH THE SHERIFF'S OFFICE, IT'S BEEN ONE OF THE MOST CONSISTENT FIGURES HERE IN VOLUSIA COUNTY, I COULD GO ON AND ON AND I'M NOT GOING TO. THE HARDEST THING ABOUT LEAVING IS THE FRIENDS THAT YOU MET AND WORKED WITH ALL OF THOSE YEARS THROUGHOUT THE PERIOD THAT HAS BECOME YOUR FAMILY. WHEN YOU GET TO THAT POINT IN TIME, YOU WILL UNDERSTAND AND REALIZE WHAT I'M SAYING. I DON'T PLAN ON LEAVING THE AREA. I'D LIKE TO REMAIN AND I'M GOING TO REMAIN A VOLUNTEER RESERVE SO THAT THE CERTIFICATIONS I RECEIVED OVER THE YEARS I'M GOING TO BE ABLE TO IMPART IN THAT AND I DO UNDERSTAND AND REALIZE RESOURCE MANAGEMENTS. THERE ARE A LOT OF GOOD DEPUTIES, A LOT OF GOOD PEOPLE IN THE SHERIFF'S OFFICE. THEY DON'T NEED TO GO UNNOTICED. THEY NEED TO BE RECOGNIZED. WE NEED TO SET TIME ASIDE FOR THAT. THANK YOU FOR THE OPPORTUNITY TO BE PART OF VOLUSIA COUNTY FOR THE LAST 28 YEARS.

DON'T GO ANYWHERE.

THANK YOU. THAT'S QUITE AN IMPRESSIVE CAREER HISTORY AND WE'RE VERY HAPPY YOU LANDED HERE. I'M FROM FLORIDA TOO. I'M HAPPY TO HAVE LANDED IN VOLUSIA COUNTY AND GLAD YOU WERE HERE TOO. I WANT TO THANK YOU FOR YOUR WORK WITH THE 100 DEPUTIES PROGRAM. THAT IS A PROGRAM THAT IS IMPORTANT WHEN WE REACH OUT AND THOSE KIDS WILL NEVER FORGET THAT PERSONAL TOUCH FROM OFFICERS LIKE YOU THANK YOU FOR THAT. GOOD LUCK ON YOUR RETIREMENT. ENJOY IT, YOU'RE YOUNG ENOUGH TO STILL HAVE A TIME TO ENJOY IT AND WE THANK YOU FOR YOUR SERVICE VERY MUCH.
THANK YOU.
GOOD MORNING AND THANK YOU. THANK YOU FOR YOUR SERVICE AN ALL THAT YOU HAVE DONE FOR THE COMMUNITY, NOT JUST OUR COMMUNITY BUT NATIONWIDE. THE TWO THINGS THAT I TOOK NOTICE OF, FIRST OF ALL, I WROTE DOWN YOU APPEAR TO BE THE GO-TO GUY AND SHERIFF JOHNSON REFERRED TO, HOPEFULLY YOU WOULD STAY AS A VOLUNTEER SOME HOW AND MENTOR WITH EVERYTHING YOU HAVE DONE. THE TWO THINGS THAT I HEARD, I LISTENED VERY INTENTLY, ESPECIALLY WHEN I HEAR SUCH A RESUME, YOU'RE NOT JUST A LEADER, BUT YOU'RE A STRONG LEADER. REFERRING TO THE OAK HILL SITUATION THAT I UNDERSTAND AND A LOT OF THOSE ISSUES, YOU BRING WHAT WE NEED TO YOU BRING AND THAT'S A BALANCE OF POWER. THERE'S A GAP, WHEN THERE'S A SITUATION THAT REQUIRES YOUR PRESENCE. THE BEST THING YOU CAN DO IS BALANCE A SENSITIVE SITUATION AND IT'S ORIGINALS YOU DO THAT. THANK YOU FOR YOUR SERVICE AND LOOKING FORWARD TO YOU MENTORING AND VOLUNTEERING AND INDEED, WE SHOULD RECOGNIZE ALL OF OUR DEPUTIES BUT THANK YOU.
I WAS CURIOUS ABOUT ONE PART, YOU SAVED SOME PEOPLE IN THE OCEAN, RECENTLY?
I WAS JUNE 7th, A FRIEND OF MINE, WITH THE FIRE DEPARTMENT, SOMEONE YELLING FOR HELP. ONE OF THEM WAS A CHILD OF A WOMAN AND ANOTHER RELATIVE AND THEY WERE OUT UNDER TOW. A FRIEND AND I JUST SWAM OUT AND SWAM BACK TO SHORE.

I'VE BEEN IN THAT SITUATION, IT'S INTERESTING WHEN YOU GET OUT THERE, IT'S HARD, IT'S AN INTERESTING SETTING TO BE IN THERE. I CAN IMAGINE SWIMMING BY YOURSELF AND HARD TO DO IF NOT TRAINED TO BE A LIFEGUARD. GOOD WORK. IF YOU WERE NOT THERE, I'M SURE IT WOULDN'T HAVE BEEN GOOD FOR THEM THANK YOU FOR YOUR SHERIFF, WE APPRECIATE IT.

CONGRATULATIONS TO YOU, I WOULD LIKE TO TELL YOU THAT THERE IS NO GREATER SERVICE THAN PUBLIC SERVICE. WE APPLAUD YOU AND WE THANK YOU FOR WHAT YOU HAVE DONE FOR THE PEOPLE OF VOLUSIA COUNTY AND THE STATE OF FLORIDA FROM SAVING LIVES TO BEING A COMMON FORCE IN THE MIDDLE OF A STORM. WE THANK YOU, THERE'S NOTHING LIKE BEING A GREAT PUBLIC SERVANT AND YOU ARE AND ENJOY YOUR RETIREMENT.
THANK YOU, MA'AM.
I TOO WANT TO SAY THANK YOU AND I KNOW MANY YEARS AGO, I HAD A FRIEND OF MINE WHO WAS A SHERIFF WHERE I CAME FROM, AND HE WAS THE PHOTOGRAPHER, I SAW SOME OF THE REALLY SAD THINGS THAT YOU HAVE TO DO IN YOUR JOB. I KNOW THERE'S A LOT OF HAPPY STUFF YOU DO, BUT TO COME OUT AND STILL BE SMILING AND STILL WANTING TO DO IT REALLY SAYS SOMETHING ABOUT THE SHERIFF'S DEPARTMENT HERE IN VOLUSIA COUNTY ANGRY THANK YOU -- VOLUSIA COUNTY AND THANK YOU FOR YOUR SERVICE. I SEE BEN, I THINK HE'S THINKING, REALLY? DO YOU WANT TO GO? THANK YOU AGAIN.
THANK YOU VERY MUCH.
I'M SORRY I CAME IN LATE AND MISSED YOUR BIOGRAPHY. AGAIN, ANYBODY WHO CAN PUT UP WITH BEN JOHNSON IS A HERO OF MINE. IF YOU CAN HAVE BEN STAND UP HERE AND SAY NICE THINGS ABOUT YOU, THAT'S EVEN OVER AND ABOVE THAT. IF BEN VALUE YOUR SERVICE, WE ALL VALUE YOUR SERVICE WE KNOW THE CONTRIBUTIONS YOU MUST HAVE MADE. I'M SORRY WE NEVER GOT TO WORK TOGETHER, BUT YOU MUST HAVE BEEN SOMETHING SPECIAL THANK YOU.

CONGRATULATIONS ON YOUR RETIREMENT, SIR. I KNOW IT TAKES TIME TO GET USED TO, BUT I'M GLAD YOU'RE STILL GOING TO BE WORKING AS A RESERVIST BECAUSE YOU GET TO BRING FORTH YOUR KNOWLEDGE TO THE YOUNGER TROOPS COMING UP THE RANKS. AND BELIEVE ME, IT HELPS, WHEN YOU'RE A YOUNG TROOP GOING THROUGH THE MOTION AND GET THAT EXPERIENCE AND THAT COMES DOWN TO YOU AND SAYING HEY, INSTEAD OF DOING IT THIS WAY, THIS WORKS BETTER, WE APPRECIATE THAT. WE LOOK FORWARD TO SEEING YOU AROUND THE BLOCK STILL. WITH ALL THAT, THANK YOU VERY MUCH AND WE'LL TAKE A SHORT RECESS.

OH, WAIT, MR. JOHNSON
OKAY WE'RE GOING TO TAKE A PHOTO SHOOT AND A SHORT RECESS. PERJURY YOU COULD PLEASE TURN YOUR CELL PHONES TO SILENT SO WE DON'T HAVE ANY INTERRUPTIONS THE ASSIGNMENT OF CONTRACT FROM SHORES INVESTMENTS LLC FOR THE PURCHASE OF PROPERTY AT 3621 SOUTH ATLANTIC AVENUE, DAYTONA BEACH SHORES. HE'S IN THE OTHER ROOM. ANYONE ELSE THAT WOULD LIKE TO DISCUSS THIS?
THIS IS THE SECOND PIECE OF PROPERTY THAT HAS BEEN OFFERED D ED TO THE COUNTY TO PURCHASE. IT WAS TURNED INTO A SMALL PARK A NUMBER OF YEARS AGO. IT HAS A RESTROOM, A DECK AND A WALKOVER. THE PROPERTY I APPROACHED THROUGH A REALTOR OFFERING A LITTLE LESS TO THIS TO THE PROPERTY OWNER I WAS OUTBID BY A DEVELOPER IN THE AREA, SHORES INVESTMENT. THEY ARE WILLING TO ASSIGN A CONTRACT TO US THE OWNER NEEDS TO OPERATE THE HOTEL THROUGH THE TIME PERIOD. THEY HAVE CONTRACTS THEY NEED, THEY HAVE OBLIGATIONS AND THEY WILL MAINTAIN INSURANCE WE WILL CLOSE RELATIVELY QUICKLY THEY WILL OPERATE THE HOTEL THROUGH FEBRUARY AT WHICH POINT WE CAN MOVE FORWARD TO DEVELOP. THE PRICE IS A LITTLE MORE PER SQUARE FOOT, BUT AGAIN, IT'S AN OPERATING HOTEL, THE OWNER WANTS TO RETIRE AND DOES WANT TO SELL IT. HE STILL HAS A REVENUE SOURCE FROM IT. WE LAD -- WE HAD TO TAKE THAT INTO ACCOUNT IT'S IN THE RIVER BY THE SEA AREA, DAYTONA BEACH SHORES, NEAR AN AREA IDENTIFIED EARLIER AS NEEDING PARKING FOR THE WALKABLE COMMUNITY. WE HAD NOT LOOKED AT THAT PROPERTY, BUT I BELIEVE IT'S ONE WE RECOMMEND YOU PURCHASE
MR. CHAIR, THIS IS PART OF THE INITIATIVE THAT THE COUNCIL LAUNCH AND SHE SAID I BELIEVE IT'S A GOOD VALUE WE ARE LOOKING FOR GOOD VALUES I BELIEVE IT'S IN THE RIGHT PLACE STRATEGICALLY I SEE US PURSUING ADDITIONAL PROPERTIES WE'LL BRING THEM FORWARD AS TIME PERMITS. WITH THAT, I THINK THIS IS ANOTHER GOOD PURCHASE AND TAKES US IN THE RIGHT DIRECTION.
THANK YOU.

AS STATED, THIS AREA IS CRITICAL CONCERN. A COUPLE WEEKSING A, I MADE SURE TO POINT OUT THE QUESTION FOR DOUG DANIELS, I SAID DOES THIS MAKE SENSE IN YOUR DISTRICT? I SET THAT UP FOR THIS WEEK BECAUSE I CAN TELL YOU THIS AREA, MY VIEW ON THE PURCHASING OF THESE LOTS, I WOULD PREFER THEM TO BE NONDRIVING AREAS

THERE'S VERY LITTLE DRIVING FROM SOUTH ALL THE WAY TO THE INLET AND IT'S CREATED A DIFFICULT TIME WHEN THE BEACH IS PACKED. EVEN THOUGH IT'S A DRIVING AREA, IT'S CLOSE TO THE NON-DRIVING AREA. THAT'S WHY IT'S SO POPULAR. THAT'S WHY THAT BLACK BEARD'S RESTAURANT, IT'S SO POPULAR BECAUSE IT'S A NON-DRIVING AREA. SO MUCH OF PORT ORANGE GOES THERE. I LIVE FOUR BLOCKS AWAY I DRIVE THAT AREA AND WALK THAT AREA ACROSS THE STREET, EVEN THOUGH IT'S ON A-1-A, THERE'S SOME OPPORTUNITIES FOR WEST BUT THIS ONE MAKES SENSE BEING ATTACHED TO THE BATHROOM. IT'S A PERFECT LOCATION, HEAVILY UTILIZED. BECAUSE OF THAT PARK, IT IS DEFINITELY WORTH IT. IT'S A LITTLE MORE THAN I WOULD LIKE TO SPEND, BEING THAT IT'S NEXT TO THE BATHROOM AND THE SAVINGS WE'LL FIND BECAUSE OF THAT, IT PUT IT UP IN A VERY GOOD VALUE WE'LL PUT A MOTION TO APPROVE THE PURCHASE
SECOND.
MR. DANIELS, YOU HAVE THE FLOOR.
I DON'T REALLY HAVE ANYTHING TO ADD TO WHAT HE SAID I WOULD BE READY TO VOTE UNLESS SOMEONE ELSE HAS A COMMENT.
ALL RIGHT. MS. DENYS, YOU HAVE THE FLOOR.

LET'S TALK ABOUT PRICE OF THE PROPERTY AND WHAT IT IS VALUED AT AND THE PURCHASE PRICE. I'M NOT DISAGREEING THAT IT'S NECESSARY, HOWEVER, IN THIS DEBATE GOING FORWARD, YOU KNOW WHAT MR. WAGNER SAID, WE HAVE CREATED A DIFFICULT SITUATION BY TAKING CARS OFF OF THE BEACH. THE VERY THING THAT WE CREATED BY TAKING CARS OFF OF THE BEACH, NOW WE HAVE TO COME BACK AND CURE WITH A REMEDY AND I UNDERSTAND THAT, IT'S OBVIOUS THAT'S WHERE WE'RE GOING, HOWEVER, I'M CONCERNED ABOUT THE PRICE AND THE VALUE, WHAT IS THIS VALUED AT CURRENTLY?

THE VACANT PROPERTIES ARE SELLING AT $45 PER SQUARE FOOT. IF IT HAD BEEN VACANT, WOULD BE ABOUT $51 PER SQUARE FOOT HOWEVER, IT'S AN OPERATING HOTEL DEPENDING ON THE SIZE, THEY'RE SELLING FROM $35,000 A ROOM. IN THIS INSTANCE, SINCE WE'RE NOT BUYING IT AS AN OPERATING HOTEL, WE'RE NOT CONCERNED ABOUT THE REVENUE, THE RATE PER ROOM IT'S A LITTLE DIFFICULT FOR US TO VALUE IT. WE'RE TRACKING IT. IT'S RIGHT ON THE MONEY FOR A BE OPERATING HOTEL. HOWEVER, IT IS ABOUT $6 PER SQUARE FOOT MORE IF IT WAS JUST VACANT PROPERTY. AND THE REASON WE BELIEVE THAT IT WAS OF GREATER VALUE WAS BECAUSE THE BATHROOM IS ALREADY EXISTING, THE WALKOVER IS ALREADY THERE. SO THOSE TWO COSTS WOULD NOT HAVE TO BE INCURRED FOR DEVELOPMENT OF THE LAND.

I UNDERSTAND THAT. HOWEVER, IF IT WAS VACANT LAND, WE WOULDN'T HAVE THE EXTRA COST OF DEMOLITION IN BRINGS THIS UP TO PAR AS A PARKING AREA. I'M GOING TO SUPPORT THIS BECAUSE IT'S WHERE WE'RE GOING. FOR THE RECORD, THIS IS WHAT WE DO WHEN WE TAKE CARS OFF OF THE BEACH AND PART OF THE CURE IS THIS. THAT'S IT. THANK YOU
THANK YOU.
ONE OF OUR EMPLOYEES ASKED ABOUT MEMORABILIA.
I'M DEALING WITH THAT PRIVATELY.
I WANTED TO MAKE SURE WE'RE NOT FORGETTING ABOUT THAT REQUEST AND HOW TO FACILITATE THAT FOR HER. THE OTHER THING IS, IS THERE ROOM ON THIS SITE, I DON'T KNOW HOW CLOSELY WE LAID IT OUT, BUT I THINK IT WOULD BE APPROPRIATE TO LOOK AS THESE AS A SERIES OF BEACH-RUN PARKS ALONG THE WATERFRONT AND THE BEACH, NOT JUST PARKING LOTS AND THIS ONE PARTICULARLY HAS AMENITIES IN PLACE. IS THERE A WAY TO ADD SOME PLAYGROUND EQUIPMENT, A SWING SET OR SOMETHING THAT WOULD MAKE IT MORE FAMILY-FRIENDLY?

HERE'S WHAT I SUGGEST. THIS PROPERTY IS GOING TO GET PRETTY EXPENSIVE. THE FOCUS IS TO PROVIDE AMPLE OPPORTUNITIES TO GET PEOPLE OFF OF THE BEACH, CARS OFF OF THE BEACH. THE OTHER THING WE'RE DOING HERE, WE'RE ALSO ADDING AN AMENITY WHICH IS A PLACE TO PARK WHEN THE TIDE IS HIGH WHICH IS A LOT OF THE TIME. WE'RE MAKING AN AGGRESSIVE ATTEMPT IN ALL OF THE ONES THAT WE BUY TO MAKE THEM FULLY HANDICAP ACCESSIBLE. THEY MAY MAKE SENSE WHERE THEY HAVE THESE PARKING FACILITIES. THAT WILL BE WITH THE RAMPS WE BUILT. I LIKE THE IDEA OF TRYING TO SEE WHETHER WE CAN MAKE IT LOOK GOOD BUT I THINK WE HAVE TO WATCH THE BALANCE BETWEEN HOW IMPORTANT TO GET CARS OFF OF THE SAND. WHAT WE'LL LOOK AT, WE'LL LOOK AT CAN WE DO THAT? IT DEPENDS ON THE CONFIGURATION OF THE LAND. IF WE CAN FIT IT IN, BASED ON HOW MANY SPACES, WE'LL COME BACK WITH A RECOMMENDATION. ONE THING WE HAVEN'T TALKED ABOUT IN THIS CASE, THIS PROPERTY WE FIGURE WILL TAKE FROM 950 TO $1 MILLION TO DEVELOP IT THE WAY WE WANT IN THE FUTURE. AS WE ACQUIRE THIS AND FIGURE OUT WHERE WE'RE AT, WE'RE GOING TO COME BACK AND YOU GET TO SEE THE DETAILS AND WHERE THE LANDSCAPING GOES IN, AND HOW MANY SPACES. WE'LL TAKE INTO CONSIDERATION WHAT YOU SAID AND THE BOTTOM LINE IS, EACH APPROPRIATE MIGHT BE DIFFERENT AND MIGHT BE ABLE TO CONFIGURE IT DIFFERENTLY THIS IS UNIQUE BECAUSE IT'S A GREAT LOCATION. THAT REALLY SEALS THE DEAL FOR ME. I THINK THAT TO MS. DENYS' CONCERN ABOUT PRICE, IT'S AN OPPORTUNITY FOR A REDEVELOPMENT PROJECT AND RAISE THE TAX SPACES AROUND ON COMMERCIAL I THINK IT'S A GOOD DEAL I'LL SUPPORT IT. I WOULD LIKE TO MAKE SURE WHEN WE DESIGN THESE, WE DESIGN THEM AS FAMILY-FRIENDLY AS POSSIBLE.

THANK YOU.
I WANT TO ADD SOMETHING TO THE COMMENT. IT'S A PRUDENT COMMENT. HOW ARE WE SPENDING OUR MONEY? THE ONE THING I FEEL COMFORTABLE ABOUT, WHAT SHE'S LOOKING AT IS WHAT THE PROPERTY IS WORTH AND WHAT WE OUGHT TO OFFER, I FEEL COMFORTABLE THAT ANYTHING WE BRING TO YOU WILL BE WORTH MORE TOMORROW THAN IF WE PAY FOR IT. EVERY PIECE OF PROPERTY THAT WE BRING IS GOING TO GO UP IN PRICE. RIGHT NOW, WE'RE TRYING TO MAKE SURE THAT WE CATCH THE WAVE AND NOT GET ROLLED OVER BY IT. THE ONLY WAY TO HAVE THE REVERSE OF THAT HAPPEN IS IF WE THINK WE OVERPAID FOR SOMETHING. THE ASSET FOR THE PUBLIC WILL CONTINUE TO INCREASE IN VALUE. THAT'S ONE GOOD THING. THIS INVESTMENT WILL PAY DIVIDENDS FOR PEOPLE IN THE FUTURE. I DON'T THINK IT CAN BE HELPED ANY TIME YOU BUY SOMETHING THAT YOU KNOW THE NEXT DAY WE WOULD HAVE PAID MORE OR 20 YEARS FROM NOW, YOU CAN'T TOUCH IT, THAT'S WHAT IS GOING TO HAPPEN. WE'LL OWN IT ALONG THE OCEAN, THEY WILL LOOK BACK AND THINK THEY NEVER COULD HAVE AFFORDED IT IF WE DIDN'T DO IT NOW. IT WILL BE SOMETHING THAT WILL BE WORTH MORE TO US THE NEXT DAY. I THINK IT'S GOOD WE DO THINGS LIKE THAT. THANK YOU FOR THE STAFF, I APPRECIATE IT.
NO PROBLEM.
MS. DENYS.

THANK YOU. AND THIS IS IMPORTANT TO EVEN WITH THE HIGH TIDE ISSUE, EVEN WITH COMPLETE ACCESS AND DRIVING, THE WAY THE HIGH TIDE IS, THERE'S NO ACCESS THERE. IT CREATES ACCESS. OUR SENIOR POPULATION, SOMETHING WE USED TO DO OR HAD MORE AVAILABILITY, I TALKED TO MR. SWAN SON ABOUT THIS ON TUESDAY. ARE THE HANDICAPPED ACCESSIBLE BEACH CHAIRS I CAN TELL YOU THERE IS A NEED FOR THAT. IT USED TO BE POPULAR IN NEW SMYRNA BEACH. WHEN MY FATHER LIVED WITH ME. WE USE THAT HAD ALL THE TIME. TAKE HIM TO THE BEACH, PUSH HIM TO THE BREAKERS FOR LUNCH. IT ALLOWED ACCESS TO SENIORS AND THE HANDICAPPED CHILDREN. IT REALLY OPENS UP ACCESS TO ANOTHER SEGMENT OF THE POPULATION. I HAD A CONVERSATION WITH MR. SWAN SON SON ABOUT THAT. THEY'RE ABOUT A THOUSAND DOLLARS PER CHAIR.

THE ROTARY HELPS ON THAT. WE HAD GOOD LUCK WITH WORKING WITH THEM AND HERE'S WHAT I WOULD LIKE TO DO. I WOULD LIKE TO LOOK AT A POLICY WHERE I THINK THAT, IT GOES ALONG WITH THE PARKING LOTS WE'RE BUYING AND THE ONES THAT WE OWN WE OUGHT TO FOCUS THAT AMENITY AT THOSE PARKING LOTS BECAUSE I CAN PUT HANDICAPPED SPACES, SO YOU KNOW WHEN YOU PULL UP, YOU HAVE A HANDICAPPED SPACE AND YOU MAY HAVE SOME EQUIPMENT AVAILABLE, YOU CAN TAKE SOMEONE DOWN FROM THE BEACH. THERE'S A PLACE TO BRING IT BACK. IN OTHER WORDS, I THINK I CAN MANAGE, BECAUSE IT'S REALLY SORT OF AN HONESTY PROGRAM WHERE PEOPLE USE THE STUFF AND PUT IT BACK. WE WENT TO THE LIFE GUARD STATION AND CALLED THEM UP AND IT WORKED VERY WELL
I THINK WE CAN ENHANCE IT. THESE THINGS GO HAND IN AND AND THERE'S PLACE TO STORE THESE.
I GET THE VOLUNTEERING, BUT THE REPAIR OF THE SALTWATER.
WE TAKE CARE OF THAT.
WE NEED TO LOOK AT A PROFESSIONAL CONTRACTOR FOR REPLACEMENT BUT THAT'S A GREAT AMENITY.
I'LL BRING YOU SOMETHING BACK NEXT YEAR.
THANK YOU.

MS. CUSACK. THAT WAS MY CONCERN, MY SUGGESTION ALSO. I WAS THINKING THAT WE SHOULD DO SOMETHING AS IT RELATES TO PROVIDE OPPORTUNITIES FOR PERSONS WITH DISABILITIES TO GET DOWN TO THE WATER. I WAS OVER ON THE BEACH RECENTLY AND THERE WAS A YOUNG MAN ON THE WHEELCHAIR, AS I WATCHED THAT, IT WAS VERY DIFFICULT FOR HIM TO HAVE THE LEAVE THE CHAIR WITH THE AIDE OF 3 PEOPLE TO GET HIM DOWN TO THE BEACH SIDE. THAT WAS MY CONCERN. I WANT TO ASK ABOUT THAT. IS THAT SOMETHING, THE PARKING ANTICIPATE AND ALSO THE ABILITY TO HAVE THE WHEELCHAIR TYPES SUITABLE FOR THAT OCEAN SURF. I THINK THAT SOMETIMES WE BUILD MONSTERS AND DON'T KNOW WE'RE DOING THAT AS IT RELATES TO THE FACT THAT WE HAVE TO PROVIDE SPACE FOR OUR BEACH PARKING, WE TOOK THE CARS NOW WE HAVE TO PLACE THE CARS THIS WAS GOING TO HAPPEN EVENTUALLY. BUT THEN NOW WE HAVE TO PURCHASE PARKING WHERE THEY WERE USING THE CARS BEFORE. AS WE LOOK AT PLANS FOR FUTURE REFERENCE, WE NEED TO STICK TO AND BE MINDFUL OF THE REMIFICATIONS THAT WE'RE PLACING FOR FUTURE GENERATIONS TO COME. I THINK THAT WE HAVE COME TO THIS PLACE BASED ON DECISIONS WE HAVE MADE IN THE PAST AS IT RELATES TO BEACH DRIVING. AND SO NOW WE HAVE TO WORK TO FIX THAT. WE'RE TAKING PROPERTY OFF OF THE TAX ROLL. IT'S ALSO A DECREASE. FOR EVERY ACTION, THERE'S A REACTION. GOING FORTH AS WE MAKE MAJOR DECISIONS ABOUT QUAILTY OF LIFE FOR OUR CITIZENS AND THE PLACE TO MAKE THIS PLACE BETTER FOR ALL OF US THAT YOU THINK.
